Document Controller / ISO & HSE Management System Coordinator (Construction)

Job Summary

We are seeking an experienced Document Controller with ISO and Health & Safety (HSE) experience to manage and control project documentation while supporting the implementation and maintenance of ISO and HSE management systems within the construction environment. The role ensures compliance with quality, environmental, and occupational health & safety standards, as well as contractual and regulatory requirements.

Key Responsibilities

Document Control (Construction Projects)

  • Establish, implement, and maintain document control systems for construction projects

  • Manage drawings, specifications, method statements, risk assessments, safe work method statements (SWMS), RFIs, submittals, and technical documents

  • Ensure proper version control, approval workflows, and document distribution

  • Maintain document registers and track document status, revisions, and approvals

  • Coordinate with project managers, engineers, consultants, HSE officers, and subcontractors

  • Ensure timely submission and retrieval of project documentation

  • Archive completed project documentation in line with company, contractual, and regulatory requirements

ISO & Management System Implementation

  • Support the implementation and maintenance of ISO management systems, including:

    • ISO 9001 – Quality Management

    • ISO 14001 – Environmental Management

    • ISO 45001 – Occupational Health & Safety

  • Develop, review, control, and update ISO-related procedures, policies, manuals, and records

  • Ensure documentation aligns with ISO standards, construction regulations, and company policies

  • Coordinate internal audits and support external certification and surveillance audits

  • Maintain audit schedules, findings, corrective actions, and preventive action records

  • Support continuous improvement initiatives across quality, safety, and environmental systems

Health & Safety (HSE) Responsibilities

  • Support the implementation and maintenance of the Health & Safety Management System (HSMS)

  • Manage HSE documentation, including:

    • Risk assessments and hazard registers

    • Method statements and SWMS

    • Incident, accident, and near-miss reports

    • Toolbox talks and safety meeting records

    • Training, induction, and competency records

  • Ensure site HSE documentation is current, approved, and compliant with regulatory requirements

  • Assist HSE and project teams in monitoring compliance with safety procedures

  • Support accident investigations and follow-up on corrective actions

  • Assist in preparing HSE reports and statistics for management and audits

Coordination & Reporting

  • Liaise with QA/QC, HSE, and project teams to ensure documentation compliance

  • Provide guidance to staff and subcontractors on document control, ISO, and HSE procedures

  • Prepare reports on document status, audit outcomes, HSE compliance, and performance indicators

  • Ensure alignment between site documentation, ISO requirements, and HSE standards

Requirements & Qualifications

  • Diploma or Bachelor’s degree in Engineering, Construction Management, or related field

  • 1-2 + years’ experience as a Document Controller in the construction industry

  • Proven experience in ISO implementation and maintenance, particularly ISO 9001, ISO 14001, and ISO 45001

  • Working knowledge of construction health & safety regulations

  • Proficiency in document control systems (Aconex, Procore, SharePoint, or similar)

  • Strong organizational, coordination, and communication skills

  • High attention to detail and ability to manage multiple projects

Preferred Skills & Certifications

  • Internal Auditor certification (ISO 9001 / 14001 / 45001)

  • NEBOSH, IOSH, or equivalent Health & Safety qualification

  • Experience supporting ISO certification and HSE audits

  • Strong problem-solving and continuous improvement mindset

Working Environment

  • Office-based with regular interaction with construction sites

  • May require site visits, audits, and coordination with HSE teams
