About Your New Job
As the Senior Manager – Facilities, Health and Safety, and Services, you will:
- Provide strategic input into the general policies of the State Laboratory in consultation with the Management Board (MB) and other Section Managers.
- Support the MB in change delivery and policy implementation.
- Lead and manage the Laboratory Attendant Function to ensure essential services meet the Laboratory's requirements.
- Oversee Health and Safety across the Laboratory, ensuring compliance with legislative requirements and fostering a strong safety culture.
- Ensure the Facilities and Services in the State Laboratory are fit-for-purpose through collaboration with internal and external stakeholders, including the Office of Public Works (OPW) and the Facilities Management (FM) company.
- Lead initiatives in energy efficiency, climate action, and environmental sustainability.
- Manage resources to provide cost-effective and efficient services, setting priorities in consultation with stakeholders.
- Identify opportunities for securing savings and efficiencies for the Laboratory.
- Plan, organize, supervise, and manage the work of the Laboratory Services section.
- Develop and manage staff using the Performance Management and Development System (PMDS) and oversee staff probation.
- Support the Laboratory’s procurement processes, particularly for facilities and services requirements for laboratory equipment procurement.
- Lead and manage other laboratory/support services as assigned by the Management Board.
Essential Requirements
What Skills You Need
- A minimum of 5 years’ relevant experience in Health and Safety, Facilities and Services, or Operation of Laboratories in the State Laboratory.
- Proven ability to manage client requests, maintaining a customer focus and delivering on commitments.
- Excellent interpersonal skills, with the ability to interact effectively with management and staff at all levels.
- Experience in supervising, managing, leading, motivating, and developing staff.
- Strong organizational, prioritization, record-keeping, and time management skills.
- Proven ability to run projects from initial brief to completion.
- Flexibility to handle a wide range of responsibilities and high-priority tasks at short notice.
- Experience in planning, organizing, supervising, and managing the work of a section.
- Ability to plan and organize resources to meet objectives within agreed timescales.
- Developed and maintained contacts with peers in other scientific institutions and professional associations, both nationally and internationally.
Educational Qualifications
Candidates must meet one of the following options:
- Option 1 – Health and Safety Qualification:
- Level 8 qualification in Occupational Health and Safety or equivalent, with a minimum 2.2 Honours result or higher qualification.
- Level 7 qualification in Occupational Health and Safety and Level 8 qualification in Science, Engineering, or another relevant subject, with a minimum 2.2 Honours result or higher qualification.
- Option 2 – Facilities and Services Qualification:
- Level 8 qualification accredited by Engineers Ireland in a relevant area (e.g., Facilities Management, Building Services, Mechanical, Electrical, or related engineering discipline).
- Option 3 – Chemistry Qualification:
- Level 8 qualification in Science with chemistry/analytical chemistry as the major component, with a minimum 2.2 Honours result or higher qualification.
